The Croatia international has been heavily linked with a move away from the Volkswagen Arena throughout the transfer window and it was recently reported that he had agreed terms with Inter.
The Italian club are said to be keen on bringing in the forward as a replacement for Stoke-bound Xherdan Shaqiri.
However, Allofs does not believe Inter are in a financial position to pay the money required to sign Perisic.
"The club, which is interested, can't afford him," Allofs told reporters. "Nothing fits."
Perisic is currently contracted to the club until 2017 and reports suggest Wolfsburg could yet offer him improved terms to entice him to stay.
